There is a free open source Pixel Shader Effect generator (Shazzam) available.  It works with WPF and should work with Silverlight 3, though it hasn't been tested with the Silverlight shaders yet.

Hopefully this screencast might complement Mike's.

In this screencas, I look at when SL3 reverts from the GPU to the CPU (Pixel Shaders being one of those cases).
