There is a free open source Pixel Shader Effect generator (Shazzam) available. It works with WPF and should work with Silverlight 3, though it hasn't been tested with the Silverlight shaders yet.

--Shazzam--
* Generates C#/VB code for your app
* Automatically creates test harness to preview effect

If you can't be bothered downloading directx (450mb download) and want to compile your pixel shaders on the web, check out my silverlight pixel shader compiler service

Hopefully this screencast might complement Mike's.
In this screencas, I look at when SL3 reverts from the GPU to the CPU (Pixel Shaders being one of those cases).

Hope it helps
